CLIENT PROFILE
Most juvenile detention centres in the country are funded by the government. This prison in particular will be operated by the Annie E. Casey Foundation. This foundation is devoted to developing a brighter future for millions of children who are at risk of poor education, economic, social and health outcomes. The foundation focuses on strengthening families, and building stronger communities and ensuring access to positive opportunities for children.
They help communities by demonstrating what works to influence decision makers to invest in strategies based on solid evidence. The foundation generally provides grants that help federal agencies, states, counties, cities and neighborhoods to create innovative, cost effective responses to the issues that negatively affect children. This includes poverty, unnecessary disconnection from family and communities with limited access to opportunity. The Annie E. Casey foundation wants to branch out and apply their methods of rehabilitation to a private centre.

There are two users that will be present throughout the space on a regular basis, the staff and the prisoners.
The permanent staff includes correctional officers, a warden, psychologists, medical staff, and educators. The staff needs a separate entrance that is close to their parking spots, and an area to keep their personal belongings. Certain staff will need desks, such as educators and medical staff. The correctional officers are encouraged to use the dining area and kitchens with the prisoners. The staff works roughly 40 hours a week and are on a rotation with no permanent schedule.
The prisoners are secured in a minimum-security prison for rehabilitation back into society. These prisoners are low risk and not threatening. The prisoners are given access to the public using an electronic monitoring system; however, they are only permitted access outside for job and school opportunities, with family visits occasionally. This prison model is an open prison system that has proven to be highly effective in Scandinavian countries. The prisoners need a university atmosphere with a dorm room atmosphere to understand and experience a possible positive future for them. It gives them a positive experience and the hope that they need to make themselves successful and rehabilitative. Prisoners need access to a kitchen to learn responsibility and to be given the opportunity to work in a group with other prisoners. These prisoners are given access to a recreational area and library at all times.

Urban Study
The residents of the city are concerned about preserving the historic culture of it. Mississauga is believed to be a creative and innovative, safe community with a very rich diversity of cultures. Transportation throughout the city has been developed, ensuring that the youth, older adults, and new immigrants can thrive in their now home. The connection between the neighbourhoods is cultivating, with creative and innovative business that live green. Preserving the waterfront, community collaboration and maintaining a cultural footprint are all very important to this community.
Climate
The site is at an elevation of 118 m; therefore the climates of the site have a vast range. Climate change has resulted in many different climates over the course of a year. These conditions include snow and ice storms, high winds, extreme high and low lake levels, extreme heat, severe thunderstorm, and extreme rainfalls, causing floods.
Traffic Patterns
Since the site is located directly off of one of Mississauga’s busiest roads, the site receives significantly more traffic than other schools in the area.
The school is close to stores and residential areas, making them accessible to the inmates. The most traffic on the roads takes place from 7 am to 10 am, and 3 pm to 7 pm. The site is a prime location for public transit, and it is close to the highway, making it convenient for family members who need to travel from far.
Accessibility
There are 3 accessible parking spaces on the property. Most of the school is on one level, and there is an elevator that allows access to the second floor. The school has undergone construction in order to make it accessible.
School History
The site was always meant to be a high school. It was originally called Cooksville High school, and it became TL Kennedy afterwards. It was named Thomas Laird Kennedy after the former interim Premier of Ontario. The school has undergone constant expansions to accommodate for the growing area, and it has undergone modifications to become an accessible building.
